Solution to Deepavali Special Krypton Puzzle

Deepavali Special  Puzzle

Besides publishing in my blog  this puzzle with the grid as a simple jpg file, it was also hosted in puthirmayam website which provided an online solver. Hari Balakrishnan who developed that tool mainly for Tamil puzzle modified it to allow  typing English characters. I thank him which many people have found to be very helpful saving many troubles.

Kesavan pointed out an error in a clue which I changed in my blog but did not know how to correct in the version uploaded in puthirmayam. I apologize for that inconsistency.

All the answers submitted through puthirmayam website can be accessed by following the link below.  (In my laptop the 15x15grid is wrapped after 9 columns and I am unable to see it in full.)

Here are those solutions as received.

However the answers were also sent to me by email.
From that I see the following people have solved it fully, all correct.

1.  Ramki Krishnan
2. Sundar
3.  Sandhya
4. Raju Umamaheswar
5. Ravi Subramanian
6. K. Balasubramanian
7. Ambika

There were another 10 submissions with one or two omissions/errors.
Please point out in comments if I'd misrepresented this.

Here comes the solutions with brief explanation.

ACROSS

1. It does not drown in decimal numbers (8, 5)  FLOATING POINT
8. It is sweet for adolescents and 10 for programmers (7)  SIXTEEN (10 in base 16 system)
9. Stellar clouds could be a lune formation (7) NEBULAE  from  BE A LUNE
11. Document is a regular expression string (6) RECORD = RE+ CORD
Admittedly too technical. Regular Expressions at least in Python programming language are shortened as RE, and  string is CORD in common parlance, but as a technical term regular expressions are strings with some 'jokers' as in rummy card game.

13. Agitating terrorist ends with fringe movement (8) FRETTING = TT +FRINGE
15. Reign of Error begins to confuse a Swiss mathematician (5) EULER (possibly this technique of forming an indirect anagram, that is a synonym of Reign being fodder for anagram is not advisable. I do that a lot in my Tamil puzzles).
16. Tell in court (y!=NULL) (7) TESTIFY.  In C language, the expression if(y) tests if y is not mull/zero.
18. A place dug out to spit and confuse ? (7) SANDPIT from SPIT AND
19. Hunted for bitcoins  other way getting a material  (5)  DENIM, Using enormous computing power to find bitcoins is called mining for bitcoins.
21. Come again to harvest the seed of a legume, right? (8) REAPPEAR
23. Strange, I, Coxeter, have no hesitation to be violent (6) EXOTIC
25. Lead Yttrium I'd combined with dish  spoken in Israel (7) YIDDISH
26. Redistribute pal's alm and send junk email to everyone (4,3) SPAM ALL
28. You don't need this if you can add two and two (6,2,5) PRIMER IN MATHS

Down
2. Exit call almost ruined as per the dictionary (7) LEXICAL
3. Imitate the contents of a journal article (3)  APE (from  paper, that is what academics call a a research article)
4. What we get when we have electrons, more or less (4)  IONS
5. Magnanimity for a headless boy with steering trouble (10) GENEROSITY
6.  A circuitous path for a logical operation with binary digit (5) ORBIT
7. Cancel in full, by half, in a twisted way (7) NULLIFY
8. Data items in order to distribute electronic story with radar (6,5) SORTED ARRAY = e + STORY + RADAR
10. Large Integrated Circuit assembled in moon designed for workers' comfort (11)
ERGONOMICAL (this is the revised clue not in the online tool).
12. It is the same old show about what exposes in a stocking (5) RERUN  ('run in the stocking' is a tear)

14. Relative throws oars from an unusually faster heap sort (10)  STEPFATHER =
rearranging (FASTER + HEAP + SORT- OARS)  (Heapsort is an algorithm for arranging given sequence in ascending order).
 17. Blind exercises bound and found at the end of a book (5) INDEX ( blIND + EXercises)
18. Discredit uninitiated user holding territory (7) SLANDER
20. The way electronic data travels around father, tenth circuit  (7) NETPATH
22. It reveals true colours as per theory of public relations? (5)PRISM = PR-ism

24. Malayalam teacher was analytically content (4) ASAN
27. She was not fully the first man or the first programmer (3) ADA, daughter of Lord Byron was the first computer programmer in the year 1840 when computer was merely a blueprint. It was called Analytic Engine by Charles Babbage.

I have updated the responses link (https://beta.puthirmayam.com/responses/819D3509D2) so that they don't cut off. In the original version, I also had the submitter's email address visible because the original audience was intended to be just the puzzle's author. But since this is now open to the world, I have removed the email addresses to respect privacy and prevent any misuse.
