Solution: TAMIL NADU = anagram of DALIT and MANU
Ramki Krishnan has pointed out usage of indirect anagram: instead of the word DALIT participating in the anagram, a substitute "oppressed class" is what is given in the clue. In udhirivedi I use this violation of convention regularly, but generally avoid in Krypton. But the temptation to refer to Karl Marx's class struggle was too much! Hope occasional transgressions with sound reasons are ok.
